abstract = {The Aviation Economy is growing in the UK at rate of around 7% per annum. If this rate continues it will seriously undermine the UK policy target to reduce carbon dioxide emissions by 60% from1990 levels by 2050. Rising levels of carbon dioxide emissions from the expansion of the aviation economy, plays to a national and especially a local agenda of economic growth, but paradoxically is occurring in tandem with policy measures to mitigate greenhouse gas emissions. The policy conflict provides the first of our environment/economy contradictions. Indeed our empirical investigation finds the instituted aviation production-consumption system shot-through with such contradictions. We will identify others, and ask how each finds uneasy and temporary settlement, situation the discussion by offering theoretical development of Karl Polanyi’s‘double movement’. The aim of the project is to understand aviation growth. We offer a conceptual framework to inform this understanding starting from Karl Polanyi’s notion of economy as instituted process and drawing upon the work of Alan Warde and colleagues on consumption as a collection of integrated practices, to offer an integrated production-consumption approach, as part of the economic sociology project to move away from either production-only, or consumption-only accounts. To illustrate the operation of processes which we consider to provide explanatory leverage on the question of why aviation is growing so rapidly, and importantly why it is likely to be difficult to curb by voluntary or fiscal means, we use material from depth interviews with representatives from the aviation ‘industry’ and frequent leisure flyers, the latter to explore the practice, meaning, and significance of ‘getting away’.},

abstract = {The aim of this paper is to provide an overview of the different CO2 allocation options that can be used to divide emissions from aviation between sub-national administrative areas. Emissions from aviation, both domestic and international, represent a growing proportion of the UK’s CO2 emissions, yet only domestic aviation emissions are included in UK’s emission reduction targets and even these emissions are rarely included in the inventories and reduction strategies of sub national administrations. At present there is not a widely accepted method of how emissions from both international and domestic aviation should be fairly attributed between countries and sub- national areas. One reason for this is that airports often serve customers from countries and areas other than their locality. This is compounded by the stance often taken by administrative bodies that emissions from aviation is ‘outside’ of their control and is a matter for ‘international’ agreement rather than national or sub-national action. While not accepting any level of responsibility for the emissions, the same bodies often provide economic support for airport (and thus aviation) development and expansion as well as aerospace manufacturers with the argument that aviation is integral to the continuing economic development of the area and nation as a whole. One of the principles behind the carbon budgeting approach proposed to deliver atmospheric stabilisation of CO2 equivalence at a level to avoid dangerous climate change is that all sources of greenhouse gas emissions must be included in the budget. Therefore, omitting (growing) aviation emissions from any budget will inevitably lead to budget overspend and thus miss the target for atmospheric stabilisation and the avoidance of dangerous climate change. It is important therefore to ensure that all aviation emissions are allocated between sub-national (and national) administrations for budgeting purposes. The administration is then able to fully appreciate the emission reductions necessary to meet their agreed targets, offsetting growth in aviation emissions with savings from other sectors if necessary. There are a number of methodologies proposed for the allocation of international aviation emissions to countries8; this study assesses their suitability for allocating both domestic and international aviation emissions to sub-national areas. The paper provides the data implications, advantages and disadvantages of each method and suggests practical developments for use at a sub-national scale. The allocation methods can be used firstly as a baseline to assess the contribution of aviation to the region’s carbon footprint, to design cross-sectoral greenhouse gas mitigation strategies and to monitor the success of future methods which seek to mitigate growth in CO2 emissions taken international, national and sub-national levels.},

abstract = {Curbing emissions to avoid the worst impacts of climate change is likely to lead to a significant increase in electricity demand due to the electrification of heating and transportation, and a decrease in the balancing reserve due to a decrease in the number of gas turbines. To alleviate the significant network investment costs and the fall in balancing resources, both distribution network operators and the system operator in Great Britain have created markets for behind-the-meter flexibility. For domestic battery storage to play a meaningful role in flexibility markets, it must be beneficial to the households who choose to finance and install it. In this paper we examine the value of domestic battery storage systems, both with and without associated PV installations. We show quantitatively, for the first time, that domestic battery storage is a financially worthwhile investment for households, and that participating in network operator and system operator flexibility markets can be lucrative. Finally, we show that domestic PV installations have a negative value when accounting for the capital investment. However, if a household wanted to install PV for non-financial reasons, investing in a battery alongside the PV gives the installed system a positive value.},

abstract = {Extreme weather events disrupt power-system assets, causing widespread and prolonged power outages. Proper siting of power-system assets can help stakeholders improve their resilience (i.e., the ability to withstand hazards and recover quickly from impacts) at the planning stage. However, resilience is context-dependent because different regions face distinct hazards and these damage power system assets differently. As such, the asset siting schemes for stakeholders involve a complex process of i) identifying hazards and vulnerable assets, ii) determining the failure mechanisms of assets under hazards and iii) weighing up the economic and social effectiveness involved in resilience enhancement measures. This paper will focus on the first step of the process, which is to demonstrate how to identify the most severe hazards (e.g., floods) and affected assets (e.g., substations), using Peninsular Malaysia as the study area. The results of this study can provide research objectives for the subsequent two steps: determining the failure mechanisms of assets subject to hazards, and developing resilience enhancement measures in the third step.},
