Pierre is a political scientist and Lecturer in European Politics in the School of Politics, Philosophy, Language & Communication Studies at UEA. Prior to taking this position he was a post-doctoral research fellow in the interdisciplinary Centre for Environment, Energy and Natural Resource Governance (C-EENRG) at the University of Cambridge. He works on energy and climate change politics in Europe, both at the EU level and in its member states. His current research interests include the evolving governance of EU energy and climate policies, the external dimension of EU’s energy and climate policies, the politics of renewable energy promotion in a comparative perspective, and more generally the democratic governance of energy and climate change.

abstract = {The European Commission has traditionally held a key position in setting the legislative and political agenda of the EU. However, its role has become increasingly challenged in an era of polycrisis. This is notably due to the rise of the European Council as crisis manager, which possesses the political clout, resources, and legitimacy to deal with urgent challenges. While much of the literature has debated changes in the relative powers and influence of the EU’s dual executive constituted by the European Council and Commission, a close look at their interactions in dealing with crises yields interesting insights and suggests a more complex interinstitutional choreography in agenda setting than first appears. Systematic comparative case study analysis promises to shed light on agenda setting strategies and practices across different areas and issues in the context of politicisation of EU affairs.},

abstract = {War remains a central feature of global politics and has been a core focus for politics and international relations, history, economics, sociology as well as other cognate disciplines. The analysis of the effects of war has, however, tended to be compartmentalised by sub-disciplines. This article proposes a heuristic framework to map the effects of war in terms of ripple and backwash across a range of interconnected layers of societies. Through this framework, the article then introduces a set of empirically rich and theoretically informed studies from across multiple disciplines which examine the first consequences of the war in Ukraine. Taken together, these studies show that the war has had deep and complex effects affecting human life; human development; economies; values and attitudes; policy and governance; and power distribution and relations around the world. Although broader international public interest in the war may have waned within weeks of the invasion, the effects of the conflict have been deep and continued in many areas, but also differentiated across space and time. Traditional public policy concepts used to frame the effects of “external shocks” such as punctuated equilibrium and critical junctures may overlook such deep-seated and diverse effects, warranting the multidisciplinary lenses used in this volume.},

abstract = {The European Union (EU) post-COVID-19 investment and reform programme, the Recovery and Resilience Facility (RRF), has been hailed as novel and ambitious, both as a fiscal instrument and as a lever for accelerating progress towards EU climate commitments. Yet, its design also exhibits strong path dependency, drawing on existing processes and commitments. Adapting theories of institutional change and models of hard/soft governance, we argue that the RRF is an example of significant yet gradual change – of evolution rather than revolution – taking place via layering and conversion of existing frameworks, and alteration of their logics of action. We show how the RRF repurposes the European Semester and track continuity and change in climate policy, a key priority area. Our findings suggest that the literature on institutional change should give greater consideration to the interplay between layering and conversion as a mechanism of gradual yet transformative evolution.},

abstract = {French energy governance is the embodiment of a stable and closed policy subsystem. It is characterized by large-scale centralized infrastructures, the singular dominance of nuclear energy, and historically controlled by a technocratic network of bureaucratic and economic elites. Yet, under the umbrella of the “energy transition,” the country has adopted a series of new targets, strategies, and legislation to increase the share of renewables, energy savings, and reduce GHG emissions. In addition, it has engaged in the twin endeavours of “democratizing” the decision-making process and “decentralizing” energy and climate action. Yet, despite ambitious rhetoric and noticeable new initiatives, French energy governance remains at a crossroad. While emerging dynamics, from the consolidation of a coalition of green actors, to the politicization of energy debates, and to the activism of local authorities, points to incremental change, powerful veto players and sources of path dependence remain.},

abstract = {The launch of the ‘Energy Union’ in 2014, represented a major step to deepen EU cooperation in energy and climate policies. Yet, in energy, member states have remained particularly jealous of their sovereignty, limiting the pace and scope of integration. EU energy policy appears to fit the specifications of ‘new intergovernmentalism’ (NI). Member states have been keen on reinforcing cooperation but have refrained from delegating further authority to supranational institutions, preferring to maintain a high level of control within the Council and European Council. However, focusing on the Energy Union Governance Regulation adopted in 2018, we argue that the sector does not fit neatly within this NI account. Although governments remain central to the process, they operate within a hybrid institutional framework combining supranational and intergovernmental elements, in which formal and informal authority distribution is unstable and contested. We suggest this form of governance is better described as ‘embedded intergovernmentalism’.},

abstract = {EU governance is experiencing a shift towards soft governance frameworks that incorporate ‘harder’ elements. Using a qualitative case study approach and an original set of elite interviews, we examine two policy areas – health and energy – where similar such architectures – the European Semester and the Energy Union Governance Regulation – are now core governance tools. Three research questions are addressed: (1) What mechanisms are employed to harden these governance frameworks? (2) What is driving this shift? And, drawing on the more extensive experience of the Semester, (3) What lessons can be drawn for energy policy? We establish the experimentalist nature of these two governance architectures and identify a mix of ‘harder soft governance’ (HSG) mechanisms used in both cases. We show that, although similar in structure, the shift towards HSG frameworks is driven by different factors in each case. The more extensive experience of the Semester in health points to the importance of concrete implementation practices; the power of specificity to strengthen soft commitments; the role of policy coupling as a lever for implementation; the potential influence of strategic entrepreneurs; the role of politicisation in pressuring change; and the significance of periodic revision as windows of opportunity for incremental change.},

abstract = {The Energy-Water-Food Nexus is one of the most complex sustainability challenges faced by the world. This is particularly true in Brazil, where insufficiently understood interactions within the Nexus are contributing to large-scale deforestation and land-use change, water and energy scarcity, and increased vulnerability to climate change. The reason is a combination of global environmental change and global economic change, putting unprecedented pressures on the Brazilian environment and ecosystems. In this paper, we identify and discuss the main Nexus challenges faced by Brazil across sectors (e.g. energy, agriculture, water) and scales (e.g. federal, state, municipal). We use four case studies to explore all nodes of the Nexus. For each, we analyse data from economic and biophysical modelling sources in combination with an overview of the legislative and policy landscape, in order to identify governance shortcomings in the context of growing challenges. We analyse the complex interdependence of developments at the global and local (Brazilian) levels, highlighting the impact of global environmental and economic change on Brazil and, conversely, that of developments in Brazil for other countries and the world. We conclude that there is a need to adjust the scientific approach to these challenges as an enabling condition for stronger science-policy bridges for sustainability policy-making.},

abstract = {In 2008, a group of conservation scientists compiled a list of 100 priority questions for the conservation of the world's biodiversity [Sutherland et al. (2009) Conservation Biology, 23, 557–567]. However, now almost a decade later, no one has yet published a study gauging how much progress has been made in addressing these 100 high‐priority questions in the peer‐reviewed literature. Here we take a first step toward re‐examining the 100 questions and identify key knowledge gaps that still remain. Through a combination of a questionnaire and a literature review, we evaluated each of the 100 questions on the basis of two criteria: relevance and effort. We defined highly‐relevant questions as those which – if answered – would have the greatest impact on global biodiversity conservation, while effort was quantified based on the number of review publications addressing a particular question, which we used as a proxy for research effort. Using this approach we identified a set of questions that, despite being perceived as highly relevant, have been the focus of relatively few review publications over the past ten years. These questions covered a broad range of topics but predominantly tackled three major themes: the conservation and management of freshwater ecosystems, the role of societal structures in shaping interactions between people and the environment, and the impacts of conservation interventions. We see these questions as important knowledge gaps that have so far received insufficient attention and may need to be prioritised in future research.},

abstract = {This paper looks at the way policy entrepreneurs construct horizontal coherence through problem definition and the promotion of policy frames that bond different objectives and instruments together. Building on the case of the 2009 climate and energy package, the paper analyses how the European Commission and successive European Union Presidencies exploited a growing climate change momentum to devise, assemble and facilitate the adoption in an exceptionally short period of an ambitious legislative package cutting across traditional sectoral boundaries. The recourse to a narrative presenting Europe at the vanguard of a green revolution and the framing of European internal policies as a tool for international climate leadership were instrumental in constructing the package as a coherent response to the joint energy and climate change challenges, and in rallying wide support. However, the paper shows that the institutionalization of this framing has been undermined by the economic crisis and stalled international negotiations.},

abstract = {The development of a green economy is key to achieve sustainable development. Investing in greening the energy sector contributes to mitigate greenhouse gas emissions while helping to develop a more resilient economy. Public policies have a role in driving the biofuel sector towards a more sustainable path, reducing its environmental footprint and enhancing its economic, environmental and social benefits. The aim of this study is to analyse how public policies can contribute to greening the ethanol sector in Brazil. To accomplish this objective, a review of the economic characteristics of the Brazilian ethanol sector was conducted, based on official documents and reports, policies and on scientific studies. Then, a review of Brazilian public policies was conduced to analyse how public polices influence the sustainable production of the Brazilian ethanol sector. Brazilian bioenergy policies have contributed to establish a green biofuel sector, reducing greenhouse gas emissions, enhancing the efficiency in sugarcane production, creating jobs and improving air quality in cities.},

abstract = {This article examines the impact of enlargement on European Union performance in energy and climate change policies. It looks at process-driven performance, focusing on agenda-setting, negotiation dynamics and institutional change – as well as outcome-driven performance, looking at the ambitiousness of policy objectives and their implementation. The empirical analysis is based on qualitative, comparative case studies of EU climate change and energy security policies. The article shows that enlargement has had a nuanced but contrasted impact on the two areas. It also points to the recent assertiveness of Central and Eastern European Countries in both energy security and climate policy.},

abstract = {La France a échoué de façon répétée à atteindre ses objectifs européens en matière de consommation d’électricité d’origine renouvelable. Quant au rapide développement des agrocarburants, il tient d’abord au poids et à l’influence du secteur agricole domestique. Cela ne signifie pas pour autant que la construction européenne a été sans influence sur les politiques françaises de soutien aux énergies renouvelables, mais pas nécessairement sur un mode hiérarchique. Afin de rendre compte des interactions entre politiques françaises et européennes, cet article s’inscrit dans une approche de sociologie politique attentive à la diversité des pratiques et « usages de l’Europe », en explorant les dynamiques verticales et horizontales de l’européanisation.France has repeatedly failed to reach its European objectives in terms of renewable electricity consumption. As for the rapid growth of biofuels, it results mainly from the weight and influence of the domestic agriculture sector. Yet, this does not mean that the European integration process has had no influence on French renewable energy policies, although not necessarily in a top-down fashion. In order to account for the interactions between French and European policies, this paper develops an approach centered on the practices and usages of Europe, and explores vertical and horizontal dynamics of Europeanization.},
